M Cash Uganda has been given a UGX 8.03 billion contract by Uganda's Ministry of Agriculture, Animal Industry, and Fisheries (MAAIF) to modernise and operationalise the country's E-Voucher Management System. The award, which was given out on October 15, 2025, is part of the Uganda Climate Smart Agricultural Transformation Project (P173296), a major project supported by IDA-72610 that aims to boost digital agriculture and enhance service delivery nationwide.
M Cash Uganda will be in charge of upgrading, implementing, and supporting the complete rollout of the E-Voucher Management System over a 36-month period under contract reference UG-MAAIF-476390-GO-DIR. The system is an essential tool for guaranteeing that farmers, especially those involved in climate-resilient programmes, receive agricultural inputs in an effective and transparent manner.
In accordance with the direct selection procurement method, the signed contract price of UGX 8,036,264,386 matches the assessed bid price.
MAAIF is carrying out the project as part of the Uganda Climate Smart Agricultural Transformation Project, which is funded by the World Bank and seeks to increase food security, strengthen climate resilience, and integrate digital efficiencies into the provision of agricultural services.
M Cash Uganda, which has its headquarters at AHA Towers in Nakasero, Kampala, was chosen as a supplier using the Direct Selection (DIR) method because of its operational capability, technological foundation, and past experience with digital financial service platforms in Uganda.
The updated E-Voucher Management System will:
Boost accountability and traceability when distributing agricultural inputs
Use digital verification techniques to cut down on fraud and leaks
Allow beneficiaries to be tracked in real time across districts
Ensure that high-quality seeds, fertiliser, and tools are delivered on time to support climate-smart agriculture initiatives
Increase farmers' transparent and focused access to subsidised inputs
Uganda's digital agriculture backbone is anticipated to be greatly strengthened by the system, assisting national initiatives for smart farming, increased productivity, and climate resilience.
M Cash Uganda is a local provider of digital services with a focus on financial technology deployment, digital voucher solutions, and electronic payment systems.Β The company is positioned to provide a strong and scalable e-voucher ecosystem with an emphasis on agriculture thanks to its experience with national digital platforms.
Now that the contract has been awarded, MAAIF and M Cash Uganda are anticipated to start system upgrades right away, with phased rollouts scheduled over the course of the 36-month implementation period. It is expected that the improved e-voucher system will empower farmers, cut down on inefficiencies, and hasten Uganda's transition to climate-smart agriculture.
