- Tenders are invited for Capacity Support for Update of the Uganda Social Accounting Matrix. The objectives of this consultancy are to support development of capacity with the responsible agencies and departments of the GoU for integration of natural capital data / environmental sector into the Social Accounting Matric, SAM. The assignment will be undertaken in close coordination and in support of the responsible GoU agencies and departments, with a strong focus on building their capacity to undertake integration of natural capital data into macroeconomic modelling. The MOFPED, as the lead agency, will appoint a core team of the GOU officials that will be targeted with the capacity development support. The final selection of persons to be trained will be done jointly with the World Bank based on available resources.Specific tasks include:Task 1. Review existing natural capital datasets and identify pathways for their incorporation into the SAMTask 2. Develop specific satellite matrices to the SAM based on the outcomes of task 1 and discussions with the GoU teamTask 3. Deliver a series of hands-on trainings for the GoU persons identified for training to support integration of these satellite matrices into the existing SAM.Task 4. Deliver a final updated SAM following GoU validation and a how-to manual for augmenting a new SAM with an environment vector. The World Bank now invites eligible firms to express their interest in providing the requested services.
