• Expression of Interest are invited for Consultancy to Assess the Implementation Process and Cost-Effectiveness of the NUSAF3 Economic Inclusion Interventions. Objectives of the Consultancy The overall objective of the consultancy is to assess the implementation process, cost-effectiveness, and the impacts of the different approaches/models of economic inclusion interventions to generate evidence and learning outcomes for scaling up economic inclusion interventions across Uganda (to include in the design of the NUSAF 3 successor operation and implementation of the PDM model) Specifically, this includes: I) To assess the process of implementation of the NUSAF 3 implementation approaches including the watershed model, VRF, Grants, LIPW, and DRF. ii) To assess the effectiveness and cost-effectiveness of different approaches or models of economic inclusion implemented under the NUSAF3 iii) To assess the factors that influence the success of the different models of economic inclusion implemented under NUSAF3 (this includes the implementation arrangements, sequence, and combination of activities, linkages to markets, etc) iv) To assess the differential impact of the different models (combination of activities) implemented under NUSAF3 on financial inclusion, household income, assets, and resilience of rural households v) Undertake a systematic diagnostic of the gendered impact of the different models and analyze the critical pathways and economic inclusion interventions that increased womens income and assets, promote womens access to financial services, family resources, and enhanced decision-making at the household and community level. vi) To assess the impacts of COVID-19 on the implementation of economic inclusion models and their role in addressing COVID-19 impacts on livelihoods Scope of the Consultancy and Methodology The firm will cover all the implementing regions of NUSAF 3 implementation. The selection of districts will be finalized after consultation and agreement with the World Bank and OPM team and will include a mix of rural and urban. In addition, the number of districts selected should be representative of the total coverage of the NUSAF 3 target area.
