Tenders are invited for Consultancy Service to Provide Technical Support for the Development of Fee and Charging Mechanisms and Zoning for Solid Waste Services in Gulu City Council (Gcc) THE ASSIGNMENT: The consultancy activities will include: (i) Orientation of and co-design with GCC, private sector and civil society for the development of fee and charging mechanism and zoning methodology (ii) Implementation of the zoning methodology for different waste collection zones in Gulu; develop/define and validate zones according to commercial, industrial, residential waste generators (socio-economic dynamics) and related solid waste services; conduct a small survey on willingness and ability to pay (iii) Assessment of current and future waste management costs; Analysis of cost and revenue information provided by GCC with a focus on the services directly provided by GCC (to commercial entities) (iv) Development of draft fee and charging mechanisms for GCC and other service waste collectors; analyse different possible charging mechanisms (according to criteria like administrative efficiency, potential to prevent illegal dumping, etc.); develop a proposal for a fee structure and charging mechanism to be implemented by GCC (v) Support to GCC in finalising the zoning and fee mechanism in a final draft ordinance and roadmap to approval
