• Description:
• Expression of Interest are invited for Consultancy Services for Development of a Compliance Obligations Register for Uganda Electricity Transmission Company Limited (Uetcl). Scope of Services: a) Review laws and regulations relating to UETCL-s business operations and develop a regulator-s map for UETCL. b) Review UETCL-s enabling project financing documentation and develop a critical business partner-s map for UETCL. c) Review UETCL-s regulatory landscape and identify any regulatory reforms, if any and advise on how they are likely to impact on UETCL-s business operations. d) Review UETCL-s project financing landscape and identify any likely amendments thereto, if any and advise on how they are likely to impact on UETCL-s business operations. e) Engage UETCL-s departmental heads and designated departmental compliance liaisons for purposes of identifying the compliance reporting challenges and recommendations as to how staff can be supported to submit accurate and prompt compliance reports to UETCL-s regulators and critical business partners. f) Engage UETCL-s regulators and critical business partners, as the case may be, over challenges and recommendations identified in clause (e) above with a view of simplifying compliance reporting templates for UETCL. g) Develop a customised compliance obligation register for UETCL. h) Conduct an internal and external stakeholders- consultative workshop on the draft consultancy report on UETCL-s compliance obligations register. i) Integrate the internal and external and external stakeholder-s comments to the draft consultancy report on UETCL-s compliance obligations register. j) Conduct an internal and external stakeholders- comments to the draft consultancy. k) Advise Management on the best practice regarding the review and update of a compliance obligations- register. l) Provide guidance on any likely changes in UETCL-s regulatory compliance landscape, if any that could affect the accuracy of the UETCL-s compliance obligations register. m) Support Management in the presentation of the Compliance Obligations Register to the Board-s Audit, Risk and Compliance Committee and incorporate the amendments recommended by the said Board Committee. n) Prepare for each of the milestones described above (a) to (h) & (j) to (j) of the scope. o) Relinquish all proprietary rights to the Compliance Obligations Register developed under this assignment to UETCL. p) Attend the entry and exit meetings with Management
