  • Expression of Interest are invited for Consultancy Services for Feasibility Study for Rehabilitation of Gulu-Pakwach Railway Line and Development of a Port at Lake Albert. Assignment Title: Consultancy Services for Feasibility Study for Rehabilitation of Gulu-Pakwach Railway Line and Development of a Port at Lake Albert, MoWT/CONS/20-21/00312 The Ministry of Works and Transport has allocated funds to be used for the procurement of Consultancy Services for Feasibility Study for Rehabilitation of Gulu-Pakwach Railway Line and Development of a Port at Lake Albert. The Entity now invites eligible consulting firms (β€œConsultants”) to indicate their interest in providing the Services. The objective of the assignment: The overall objective of the assignment is to prepare a feasibility study for the Rehabilitation of Gulu-Pakwach Railway Line and Development of a Port at Lake Albert. The scope of services for this assignment: a) To estimate the present and future freight and passenger railway transportation demand between Gulu - Pakwach - Arua - Kasese - Albertine Region and Democratic Republic of Congo/South Sudan; b) To determine the requirements needed to rehabilitate the Gulu - Pakwach railway line and the bridge at Pakwach; c) To estimate the development, operating and maintenance costs of the project basing on the optimal technical solution at objective b) above; d) To establish a basis for the future detailed engineering design and rehabilitation bid documentation for the project; e) To determine the economic and financial viability of the project basing on - among other factors - the rail transportation demand determined at objective a) above and the development/operating/maintenance costs estimated at objective c) above; f) To study the Lake Albert Water transport potential and propose a location for an inland port and its land ownership, the port capacity and propose a corresponding facility across. g) To study the logistical chain in the area and propose possible railway/ road connections that would offer a more complete transportation solution to the region. h) To establish the nature and magnitude of the environmental and social impacts of the optimal technical solution at objective b) above, and to recommend measures necessary to mitigate the adverse impacts and/ or enhance the positive impacts. Interested consultancy Firms should provide information demonstrating that they are eligible and possess the required qualifications to perform the services supported with relevant documentation. The short listing criteria are: (a) Trading license (2020); (b) Certificate of Registration or its equivalent; (c) Registered or Notarised Powers of Attorney (d) For a Joint Venture / association / consortium, the documentation in (a), (b), (c) shall be required for each member of the Joint Venture (e) Power of Attorney of the signatory (ies) of the bid authorising signature of the bid on behalf of the joint venture (f) Joint venture agreement Minimum required experience of the firm: The bidder shall provide documentary evidence to demonstrate the following; i. Evidence of Experience in at least 3 similar assignments in nature and scope. ii. Availability of appropriate skills among staff in the areas of specialization required for the assignment; Transport Economist, Railway Engineer, Port Development Specialist, Civil Engineer, Land Surveyor, Architect and Environmentalist. The proposed staff should have a minimum of university degree. The engineers, Land surveyor and Architect should be registered member of their respective professional bodies. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest. The short listing shall be conducted in accordance with the short listing criteria, the PPDA Act, 2003 and the PPDA (procurement of consultancy services) Regulations, 2014. Reservation schemes shall apply in accordance with PPDA Guideline 1/2018: Guideline on reservation scheme to promote local content in Public Procurement.
