• Description:
• Tenders are invited for Consultancy Services for the Skilling in Agripreneurship for increased Youth Employment (SAY) project Mid-Term Evaluation. AVSI Foundation is a not for profi t, non-governmental humanitarian and development organisation, founded in Italy in 1972 with a mission to promote the dignity of the person through development cooperation activities. AVSI has been working in Uganda since 1984 starting in the Northern Uganda region intervening during the protracted Lord-s Resistance Army confl ict, and expanding to at least 80 districts in all the regions. AVSI is a prominent provider of development and humanitarian assistance around the world and brings strong management and innovative strategies to programs in various sectors including environment, energy, agriculture, livelihoods, education psychosocial, mental health, protection, health, food security and nutrition and water and sanitation. Project Briefer: AVSI Foundation is implementing a four-year project (2020-2024) funded by the Embassy of the Kingdom of the Netherlands titled “Skilling in Agripreneurship for increased Youth Employment”. The goal of the SAY project is to contribute to increased agri-skills level and gainful employment of youth in the agriculture sector in Uganda and AVSI Foundation intends to apply a portion of the grant to payments to contracts under this Tender. The SAY project is targeting 18,800 youth aged 18-30 years (6,000 refugee and host community) for immediate employment in the agriculture sector and 6,500 youth aged 1318 years (5,500 in secondary schools and 1,000 in justice system rehabilitation centres) for increased agripreneurship knowledge and skills for long-term engagement in agriculture. key strategic interventions include engaging few but highly performing skilling partners, selecting youth who meet set criteria, skilling the youth in technical and soft skills demanded by the job market and for occupations (level 2 and 3) higher up the value chains, post-skilling support, establishing networks, synergies and platforms for agribusiness growth, digitalization and icts for agriculture, climate and environment compliant innovations, jobreadiness enhancement, strategic public-private partnerships, job brokerage and equipping young people for long-term engagement in agripreneurship. the project is being implemented in four regions in uganda (north, east, central and west). as the say project implementation approaches its mid-way point, avsi foundation is obligated to conduct a mid-term evaluation to evaluate the progress of implementation and achievements towards realising its objectives and outcomes in order to draw lessons that will be utilized during the remaining period from july, 2023 to december, 2024, for higher results.
