Assignment Description SELECTION FOR CONSULTANTS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSIONS OF INTEREST Electronic Submissions through World Bank Group eConsultant2 https://wbgeconsult2.worldbank.org/wbgec/index.html ASSIGNMENT OVERVIEW Assignment Title: 1273736 - Consultancy for Technical Assessment on the Greater Kampala Metropolitan Area Program for Results (PforR) Support Assignment Countries: - Uganda ASSIGNMENT DESCRIPTION The main objective of the consultancy assignment is for the consultant to work closely with the Bank Team to conceptualize, develop and think through the GKMA project preparation details using the PforR financing modality. The specific objectives of the assignment are to: (i) identify the Government program under which the GKMA PforR is to be anchored, (ii) provide a program description and an assessment of the program strategic relevance, technical and economic soundness, and (iii) provide an assessment and description of the program expenditure and results frameworks, to facilitate formulation of the GKMA PforR Program. The overall scope of work of the consultant shall include supporting the Bank team during project identification, preparation and appraisal phases and preparation of a complete Technical Assessment incorporating all views from the different stakeholders. FUNDING SOURCE The World Bank Group intends to finance the assignment / services described below under the following: - BANK BUDGET ELIGIBILITY Eligibility restrictions apply: Adequate expertise and experience in PforR operations a decentralized environment, urban governance, urban infrastructure and service delivery operations Having presence in the region is an added advantage due to Covid-19 travel restrictions INDIVIDUAL / FIRM PROFILE The consultant will be a firm. SUBMISSION REQUIREMENTS The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Terms of Reference For Technical Assessment on the Greater Kampala Metropolitan Area Program for Results (PforR) Support 1. Introduction The International Development Association (IDA) of the World Bank is working with the Government of Uganda (GoU) to prepare the Greater Kampala Metropolitan Area (GKMA) Program in line with the Greater Kampala Economic Development Strategy which was developed to address the challenges in a number of Ministries, Departments and Agencies (MDAs ) within the GKMA. This is to be done within the existing intergovernmental system and legal framework while strengthening the capacities of these MDAs. As part of the conceptualization and preparation of the PforR support to the urban agenda, the following assessments need to be undertaken: i. Technical Assessment ; ii. Environmental and Social System Assessment (ESSA) iii. Integrated Fiduciary Assessment ; and iv. Institutional and Capacity needs assessment . This ToR is intended to address the first assessment - the technical assessment - and it outlines the key tasks and responsibilities to be performed by the consultant 2. Background Uganda-s Vision 2040 aims to transform the economy through industrialization. It seeks to invest in better urban systems to enhance productivity, livability, and sustainability. Uganda-s urbanization rate of 5.2% is one of the highest in the region. The urbanization needs to be organized to harness the opportunities for accelerated socio-economic transformation through economic growth, employment and wealth creation. The Greater Kampala Metropolitan Area (GKMA) is well positioned to be the engine to drive this positive structural transformation. The GKMA is the main economic hub in Uganda capable of delivering economies of scale in terms of concentrated demand, specialization, diversity and depth of skills and innovation. The Government in 2017 with support from the World Bank developed the Greater Kampala Economic Development Strategy. The Greater Kampala Economic Strategy highlights five strategic objectives and major program areas, which include: (i) Competitive Economic Infrastructure - Strategic Roads Program, Public Transportation Program, and Affordable Housing and Land Management Program, (ii) Conserve and protect environmental assets - Comprehensive Solid Waste Management Program and Lakes, Wetlands & Waterways Conservation Program, (iii) Business support to transform the informal sector, the youth and economic growth clusters - Micro and Small and Medium Enterprise workspace and innovation and skilling program, Business engagement and youth entrepreneurship development program, Cluster Competitiveness Program, Certification, Apprenticeship and Accreditation, (iv) A unique center for tourism - infrastructure in the tourism sites and deliberate efforts to promote tourism in the GKMA; and (v) Effective city and local government service delivery - Sub-national Government Skills, strong Institutional and Legal Arrangement and Governance for effective city and service delivery and strengthening institutions to deliver services, for example Local Economic Development (LED). Several analytical pieces of work and studies have been undertaken within the GKMA. These include: Repositioning LGs for Economic Growth - the roles of LGs in promoting Local Economic Development, Multi Model Urban Transport Master Plan, Feasibility and Detailed Designs of Bus Rapid Transit System, Drainage Master Plan for Kampala City, Greater Kampala Economic Development Strategy, Kampala Resilience Strategy, Kampala Urban Environment study, among others. The consultant will be expected to review all these to underpin the Program design. Uganda has since 2013 been implementing the urban program β€œUganda Support to Municipal Infrastructure Development (USMID) Program” using the PforR funding modality in 14 Municipal Councils (MCs) located throughout the country and these was increased to 22 MC from 2019. The implementing institutions for the USMID program demonstrated satisfactory capacity to absorb and utilize funds. Accordingly, the PforR funding modality has successfully delivered the required infrastructure in the program MCs and nearly 13 out of the 14 are being elevated to city status. The support saw the per capita allocations for development grant to the MCs supported rise from USD 1-2 in 2013 to USD 20-30 by 2018 and this is further expected to rise to USD 45 by 2021. The GKMA PforR support targets to increase in the per capita allocations to the urban institutions to at least USD 50-60. The proposed PforR Program is considering two main areas of intervention, namely: (1) Infrastructure investments, and (2) Institutional capacity strengthening. Under the infrastructure investments, the Program will consider the following interventions: (i) mobility and accessibility - safe roads (streets) and associated infrastructure, enhanced walkability and non-motorized transport (NMT), bus shelters and terminals improvements, among others, (ii) Resilience - climate change issues to address flooding (storm water drainages) and droughts and Solid Waste Management, and (iii) Job creation - artisan parks including common user facilities, workspaces to support youth and women employment, workspaces for small scale food processing and value addition activities and development of GKMA Tourism Circuit.
