• Request for proposals are invited for Consultants with Capacity to Conduct a DREAMS Market Assessment. Background: The mission of the Rakai Health Sciences Program (RHSP) is to conduct innovative and relevant health research in infectious diseases, communicable and non-communicable diseases, and reproductive health to provide health related services to improve public health and inform policy. With funding from the Centers for Disease Control and Prevention (CDC)/PEPFAR, RHSP supports provision of comprehensive HIV/ AIDS care and prevention services in the 12 districts of Masaka region as part of rapid HIV epidemic control.Rakai, Kyotera, Masaka, Kalungu, Bukomansimbi, Lyantonde, Lwengo, Sembabule, Butambala, Gomba, Mpigi, and Kalangala Among the Services provided is the DREAMS (Determined Resilient Empowered AIDS-free Mentored and Safe) program. DREAMS programming aims at reducing HIV incidence among Adolescent Girls and Young Women (AGYW) aged 10-24 years by implementing interventions that reduce HIV risk in this category across the nine (09) districts; with seven (7) having offered services for some time namely Rakai, Kyotera, Bukomansimbi, Lyantonde, Lwengo, Sembabule, Gomba and two (2) being newly recruited districts namely, Masaka and Kalangala. Rakai Health Sciences Program (RHSP) is therefore launching an open call for proposals from consultants with capacity to conduct a DREAMS Market assessment to achieve the objectives below. This assessment shall focus on all the nine (09) districts mentioned above Purpose:  To conduct market assessments to inform DREAMS economic strengthening for the AGYW in the program.  Conduct profitability analysis to inform social economic strengthening activities for DREAMS beneficiaries. Objectives/Deliverables:  Assessing the profitability of the current economic strengthening activities in DREAMS program (Tailoring, Bakery, hair dressing, ART & Craft, Backyard gardening etc.) for each of the7 DREAMS districts that have been offering services for some time.  Assessing potential business opportunities, challenges, risks, and profitability for new social economic strengthening activities applicable for DREAMS program in each of the 9 districts.  Identify relevant or growing markets with which to link the AGYW.  Identify & review existing groups & or institutions (both private & Public) that are active in the ecosystem of business development in the region that are relevant to DREAMS program.  Make recommendation on the best social economic strengthening activities applicable to the DREAMS program in each of the 9 districts.  Provide a SWOT analysis for the recommended social economic strengthening activities in each of the 9 districts. Duration The market assessment is expected to be concluded within a period of 1 month and the report shall be submitted to inform social economic strengthening activities for DREAMS beneficiaries. Contractual arrangements and supervision The consultancy firm/consultant will be hired under RHSP terms of contract and supervised by the program teams for purpose of delivering the expected outputs within the agreed time frame. RHSP, as a client shall provide necessary support to the consultancy firm in order to execute assignment during the duration of consultancy. This support will include:  Transport; RHSP shall provide transport for the activity directly.  A team from RHSP shall tag along the consultant as he/ she conducts the assessment.  Costs of the assignment including consultancy fees. Note: the consultant shall be expected to cover their accommodation costs All interested applicants must have/be.  Preferred experience is 2-3 years in conducting assessment of DREAMS program Social- economic Strengthening / youth livelihood activities  Local knowledge of the Greater Masaka region  Excellent technical capacity to ensure smooth and high-quality work. The application should include:  A Technical proposal: letter of interest, stating why you consider your firm suitable for the assignment.  A draft methodology to achieve the evaluation objectives  Personal CVs and Capacity statement of the main researchers  Work references  A budget proposal indicating consultancy fee and a breakdown of expenses related with the assignments Hard copies of the application must be delivered in person to the procurement office of Rakai Health Sciences Program (RHSP) offices in Kalisizo Town -Old Bukoba Rd by 12th March 2021 - 11:00AM EAT.
