  • Request for proposals are invited for End of Phase Program Evaluation Services. REQUEST FOR PROPOSALS FOR END OF PHASE PROGRAM EVALUATION SERVICES ABOUT US: SAO Uganda has been operational in Uganda since 1991 and is a child focused Christian NGO that is affiliated to the Baptist Union of Uganda, with a national secretariat in Kampala. Integrated community development programs focusing on Child Protection, Education, Youth skills development, Agricultural Enterprise Development & Food Security, Environmental Management, HIV, Water, Sanitation & Health, Institutional Capacity Building & Strengthening are being implemented in the districts of: Masaka, Lwengo, Buikwe, Mbale, Manafwa, Namisindwa, Sironko, Kaberamaido and Abim. SAO works in partnership with District Local Governments and local structures to deliver programs that improve the socio-economic wellbeing of households and provide an enabling environment for the holistic development of children and youth. 1. Background: SAO Uganda now seeks to acquire services of an external service provider to deliver End of Phase Program Evaluation services for the CYCC (Children Youth and Communities for Change) Program that is implemented in Kaberamaido District. This is a call inviting firms to participate in this competitive solicitation for proposals. The proposal should demonstrate sound knowledge, technical skills and capability as required by the nature of the assignment and understanding of the tasks required in the scope of work. 2. Objective: The objective of this request is for the external fi rm to provide independent and external Evaluation Services for a well-planned and timely end of phase program evaluation process for the CYCC program. 3. Scope of Work: Working closely with the National Director or the Senior Manager that will be delegated, the selected fi rm will provide the following program evaluation services: a) Assess the overall changes or progress of the fi rst phase of the project, including progress toward the 9-year outcomes and achievement of 3-year outcomes; b) Assess the quality of project delivery and effectiveness of overall project including project approach, theory of change, processes and good practices; c) Assess whether the project sustainability mechanisms have been initiated and are being strengthened; d) Assess to what extent the project is supporting the community to be more inclusive and equitable, increasing access, participation and representation of marginalized and vulnerable people in all aspects; e) Assess and capture key learnings (including challenges and unexpected learnings) and provide recommendations for the second phase; f) Gather information on the impact of Covid-19 and associated restrictions on the progress of the project, including whether the project-s theory of change/program logic is still valid. 4. Responsibilities of SAO: a) Articulate guiding evaluation questions; b) Present the methodology and approach for the assignment; c) Provide a list of deliverables for the evaluation service. 5. Required Qualifications: The consultant must have the following expertise:- a) More than fi ve year-s Professional experience in project planning and management consultancy; b) Prior work experience in doing phase evaluation for NGOs is an added advantage; c) Demonstrated experience in working with rural communities, lower Local Government partners and other stakeholders such as international donors; d) Demonstrated experience of working with development programs, more so, in the child and youth programming The consultancy must have the following skills and competencies: a) Proven excellent written and oral communications skills in English; b) Application/use of appropriate child and youth-friendly tools in the collection of required information and feedback; c) Must be results-oriented, collaborative, exhibit high level of enthusiasm, tacit, diplomatic and have integrity; d) Demonstrates excellent interpersonal and professional skills in respect to engagement with stakeholders, partners and beneficiaries especially the children and youth; e) Excellent analytical, facilitation and communication skills for effective stakeholder engagements/workshops; f) Evidence of having undertaken similar assignments; g) Ability to work efficiently and deliver on committed outputs under the assignment within agreed timelines and deadlines; h) Understanding the local language (Kumum) is an added advantage. 6. Work Plan and Program: The tenderer must propose a work plan and program on how this assignment will be executed. There should be; a) List of proposed tasks you consider necessary to achieve the contract objectives, input and output; b) Duration of time needed to present to SAO the Evaluation Report; c) The size of the team that will be involved in doing the assignment. 7. List of Similar Assignments: The tenderer must provide in his/her offer the list of the similar assignments (maximum of 5) delivered in the last 3 years. This list must demonstrate the tenderer-s technical capacity to implement the required assignment. For each of the projects listed, the tenderer must provide in his/her offer any supporting documents (LPOs, invoices) approved by the entity which awarded the contract. Time Frame: The selected firm should be able to accomplish the assignment within 3 months, from the date of signing the contract. 9. Supporting Documents: The Evaluation firm must present in an annex the following documents: a) Copy of Company Certificate of Registration. b) CV(s) of designated personnel. c) Copy of VAT registration Certificate. d) At least 2 positive references from previous clients. 10. Method of Application: The completed RFP, clearly marked RFP-ND2/21 should be addressed to: The National Director, Share an Opportunity Uganda, P.O. Box 75013, KAMPALA.
