Description:
The objective of this assignment is to provide Technical Assistance (TA) and Capacity Enhancement to Central Government Ministries, cities and municipalities in Uganda to Improve Solid Waste Management Services using Results-Based Financing (RBF) approach. The TA will specifically: (i) assess and recommend ways to enhance institutional coordination and management of solid waste among the Central Government Ministries to effectively deliver improved services using Results-Based Approaches, (ii) review the GKMA SWM Strategy and a sample of the cities and municipalities strategies to ensure alignment to the new legal and institutional frameworks, (iii) develop a national SWM Strategy, (iv) develop performance-based incentive structure for solid waste management in cities and municipalities to be included in the subsequent programs, (v) assess opportunities for technology adoption in the primary and secondary waste collections, (vi) update the solid waste management guidelines, and (vii) prepare Training Manual and modules to be used to strengthen the capacity of city and municipal officials to implement sustainable, resilient and integrated SWM using a result-based approach.
