Description:
Expression of Interest are invited for Promoting Behavior Change for Low Carbon Energy Access Technologies-Solar Home Systems in Refugee Settlements. A behavioral diagnostic was carried out in two refugee settlements in January 2020 to examine the behavioral barriers to uptake and sustained use of Solar Home Systems (SHS) in refugee settlements in Uganda. A mix of structural barriers, including low penetration of innovative financial products for the ownership of solar solutions and widespread availability of unreliable counterfeit products, exacerbate the problem. Research revealed two key barriers that impede uptake and sustained use of SHS those that inhibit interest in and knowledge of product, and those that relate to purchasing of the product. Yet, behavioral solutions have the potential to alleviate barriers to uptake and sustained use of SHS. In the upcoming stage of the project, the World Banks Mind, Behavior and Development (eMBeD) team aims to develop, pilot, and evaluate interventions in Uganda to understand their impact on the relevant outcomes of interest. The World Bank team is seeking expressions of interest of firms to support the design and manage in the field the implementation of the baseline and endline surveys, as well as the randomized interventions for an impact evaluation from February 2022 in 1-3 refugee settlements. Potential Behavioral Interventions The WB team plans to carry out behavioral interventions to measure causal impact to improve the financial inclusion and ability for refugees to adopt SHS. This may include working with existing savings groups in refugee settlements, in partnership with UNHCR, to address both supply-side and demand-side bottlenecks. This includes but is not limited to behavioral savings strategies, including socio-emotional skills and financial skills training, as well as increasing the salience on the productive use of solar home systems.
