  • Expression of Interest are invited for Provision of Consultancy Services to Carry out a Study on the Impact of Covid-19 on the Communications Sector. 1. The Uganda Communications Commission (UCC) was established in 2013 by the Communications Act of 2013 (Act No 1, 2013) as an independent Communications sector regulator, with oversight of telecommunications, broadcasting, radio communication, postal communications, data communication and infrastructure. The COVID-19 pandemic has affected globally all sectors of economies and the communication as a whole. Nevertheless, it has increased the dependence on the digital tools and services, network services increased due to restriction of the lockdown. This demonstrated the critical importance that ICT Infrastructure plays in keeping business, governments and societies connected and running. To effectively execute this mandate during this period, UCC requires reliable and accurate information from both a supply and demand side perspective; in order to make decisions regarding the sector as a whole. It is therefore important that UCC understands the actual impact of the pandemic on the key sector players (Licensed operators and Communication sector consumers). UCC therefore intends to obtain services of a competent consulting firm to undertake a comprehensive impact assessment of Covid -19 on Licensed operators and Communication sector consumers 2. The Commission now invites eligible consultancy firms to submit sealed expressions of interest for consultancy services to carry out a study on the Impact of Covid-19 on the Communications Sector. The main objective of this analysis is to assess the impact of Covid-19 on the Communications Sector from both a supply and demand side perspective. For this assessment, surveys will be conducted targeting licensed operators, individuals, households and enterprises (Formal and Informal) 3. Interested consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services supported with relevant documentation. The consultant shall possess the necessary skills and experience to carry out this assignment. The EOI should indicate among others: ยท Full name of consultant (firm), address, registration details; ยท A brief profile of the consultant, including experience in provision of similar services; ยท Names and summary of educational qualifications and experience of key personnel, and; ยท Details of key similar assignments including names of clients and values of assignment and period of execution. 4. The short-listing criteria will include: ยท Relevant experience in provision of similar assignments: Consultant must possess at least three (3) year experience in primary information gathering, semi structured interviews and focus group discussions with government, private sector, multilateral agencies and other relevant sectors; plus research experience in the Communications Sector (Telecoms, Postal and Broadcasting). ยท Presence of skills and competencies: Consultant shall demonstrate possession of appropriate skills. Key staff shall include a Lead Consultant with a PhD in either Economics or ICT related field with at least 10 years, evidence of experience in at least 3 similar assignments undertaken at national level or regional level. A Communications expert, with ten years- experience holding an advanced degree with evidence of handling at least 3 similar assignments undertaken at national level or regional level. Personnel should provide individually signed CVs. ยท Experience in research activities in communication sector from both a demand and supply side perspective would be an advantage, as would experience in conducting impact assessments in closely related sectors. ยท Be familiar through experience at the firm or key staff member level in the Communications sector, with demonstrated ability to engage with the relevant stakeholders, ie ICT policymakers, government officials and private sector enterprises. 5. Consultants may associate with other consultants in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest. 6. Preference schemes shall not apply when evaluating Request for Proposals from the shortlisted local consultants. 7. Interested eligible consultants may obtain further information at the address given below from00 to 17.00 hours. 8. Sealed Expressions of Interest must be delivered to the address below at or before 00hours on 23rd September 2021
