MINISTRY OF ENERGY AND MINERAL DEVELOPMENT Plot 29/33 Kampala Road, Amber House P.O. Box 7270, Kampala Tel: +256 414 344 414 NOTICE OF EXPRESSION OF INTEREST FOR PROVISION OF CONSULTANCY SERVICES TO STUDY THE FEASIBILITY OF ESTABLISHING AN INTEGRATED PETROLEUM LABORATORY. MEMD/CONS/2020-2021/00169/PEDPD 1. The Ministry of Energy and Mineral Development has allocated funds to be used for the provision of Consultancy Services to study the feasibility of establishing an integrated petroleum laboratory. 2. The Entity now invites eligible consultants to submit sealed expressions of interest for Consultancy Services to study the feasibility of establishing an integrated petroleum laboratory. 3. Objectives of the Assignment The overall objective of the assignment is (i) Study the requirements of establishing an integrated laboratory to implement the mandates of the DoP and PAU (ii) To conduct a feasibility study on establishing an integrated petroleum laboratory. (iii) Determine the size, layout design and requirements of the planned laboratory. 4. Scope of assignment The identifi ed consultant will among others- (i) Examine the role of the proposed laboratory in fulfi lling the mandates of the DoP and PAU (ii) Compare and contrast the role of the proposed laboratory with other similar existing laboratories within other Government and non- Government agencies in the country. (iii) Perform gap analysis on availability of equipment, tools and expertise in the region to handle oil and gas analytical requirements covering the entire petroleum value chain. (iv) Carryout a cost benefi t analysis of the proposed laboratory. This should include analysis of operational costs and potential revenues as well as estimates on the entire petroleum value chain. (v) Establish space requirements and layout designs for the proposed laboratory (vi) Identify oil and gas analytical parameters to be tested in the proposed laboratory etc. 5. The short listing criteria will include: a) Eligibility Requirements; (i) Valid Trading License for 2021. (ii) Certifi cate of Registration/Incorporation or equivalent (iii) A valid Tax Clearance Certifi cate addressed to the Ministry of Energy and Mineral Development. (iv) Tax Registration certifi cate or its equivalent. (v) Registered or Notarized Powers of Attorney 6. Technical Requirements/Experience of Key Personnel The required Consultancy fi rm shall have experience in having successfully completed at least three similar assignments (in nature and magnitude). i) Personnel The Lead Consultant should specifi cally possess the following: a) Relevant experience in the management or running of a petroleum geoscience and petroleum products- laboratory b) Proven practical experience in petroleum geoscience and petroleum products- laboratory work in an internationally accredited petroleum testing laboratory. c) Excellent writing and communication skills in English. d) Provide such materials like brochures, description of similar assignments, experience in similar conditions, availability of appropriate CV, etc. indicating that they are qualifi ed to perform the service. The team should be constituted of members with the following expertise a) Process and Analytical Chemistry with experience in oil and gas laboratory b) Petroleum engineering with experience in oil and gas laboratory. c) Petroleum Geochemistry with experience in oil and gas laboratory d) Environmental Chemistry with experience in oil and gas laboratory 7. Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest. 8. Interested eligible consultants may obtain further information at the address given below during office hours Monday to Friday from 08:00am to 05:00pm (except on public holidays). 9. Sealed Expressions of Interest must be delivered to the address below at or before 10:00am on 27th April 2021.
