• Expression of Interest are invited for Provision of Services of Kingfisher Oilfield Commissioning, Start up and Trail Production and Common Services The successful bidder shall provide the following services but not limited to: 1. Joint Commissioning Service: This covers aligning the process after purging, system hydrostatical test, and airtight test, control system joint commissioning and optimization, fire & gas system and ESD system joint commissioning, joint commissioning of electrical power protection system, HVAC system start-up in CCR and electrical/instrument rooms, utility and auxiliary system start-up, lake water intake system start-up, set up cold circulation for the whole process with fresh water, system inerting and EPC project mechanical completion (MC) document checking and Acceptance 2. Start-up & Operation Assurance Service. 3. Develop & Compile Procedures & Manuals 4. Local Staff On-Job Training Service. This shall include on job training on chemical supply & service during start-up, preliminary study on chemicals, chemical products supply and commissioning service of chemicals during production start-up. 5. Pipeline baseline ILI surveys 6. Special Vehicles Service and Common service 7. Integrated Operation & Material service for LPG Unit - LPG unit operation and maintenance and production plant maintenance service. this will involve; technical service for LPG facility & storage tanks area and routine maintenance and optimization of production plant 8. Management Control. This shall include; HSE management, personnel management and equipment management Minimum Requirements: • Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for service providers in the Oil & Gas sector; • Experience of QHSE policy, procedure and process in compliance with the Ugandan Petroleum regulations, the IFC Performance Standards and the international industry standards; • Requirements Performance and /or provision of similar services, in Uganda, East Africa or international; • Suitably qualified and experienced personnel; • Operational capacity to provide the scope of services and equipment in a given package; • Financial capacity to undertake the eventual contract; • Compliance with the Local and National Content statutory laws and regulations of the Government of Uganda; • Possession of relevant certification/licensing from national and international bodies; • Preference shall be given to suitably qualified in-country registered entities demonstrating a commitment to statutory National Content requirements for oil and gas operations.
