Expression of Interest are invited for UNBS Maize Monitoring & Enforcement Stds. Publication Date: 12-Jan-2023 Expression of Interest Deadline: 30-Jan-2023 Seeking an firm to work with Uganda National Bureau of Standards (UNBS) to: (i) develop a maize Quality Monitoring and Enforcement Framework and Inspections checklists for risk-based enforcement; (ii) support regulatory compliance by maize stores and others by the developing simple non-legal language guidelines for stakeholders; (iii) identify existing Standards/laws/regulations that can be applied to ensure bulk purchase of good quality of maize grain for both domestic and export markets; (iv) articulate quality requirements and recommend revision to national procurement legislation to account for quality in maize purchases. While UNBS has the national mandate to enforce compliance with quality standards for both maize grain and flour, enforcement activities focus on only maize flour production due to limited staff and other resources. There is minimal or no quality monitoring or enforcement of standards on maize grain at district level. At the same time, maize quality standards are not easily accessible by the various stakeholders and are not well understood, which could make compliance difficult for willing stakeholders. The team will work with UNBS, Min of Agriculture and the Mubende District Gov to develop and support adoption of mechanisms that allow district gov to engage on the promotion and enforcement of standards in the trade of maize.
