- This consultancy seeks to undertaketechnical assessment of the proposed drought trigger mechanism and triggerthresholds, and to propose appropriate adjustments to the monitoring window andor trigger thresholds at district or subcounty level for scaling up the LIPW inearly response to drought in 21 selected districts across northern Uganda.These include Karamoja (Abim, Kaabong, Kotido, Moroto, Nakapiripirit, Napak,Nabilatuk, Amudat), Acholi (Agago, Amuru, Kitgum, Lamwo, Nwoya, Pader); Lango (Alebtong, Otuke); and WestNile (Adjumani, Arua Moyo, Pakwach,Yumbe). The consultant is expected to evaluate the suitability of the NDVItrigger threshold in in Karamoja and the suggested SPI-3 thresholds (on CHIRPS2data) in other regions beyond Karamoja also taking into account ground truthingin rural communities.
